The Istanbul Governor’s Office did not give permission for an investigation against the police officers in the investigation carried out upon the complaint of lawyer Bilge Ocakcıoğlu, who stated that she was attacked by the police during the March 23 Saraçhane protests.
In its decision, the governor’s office argued that the police officers could not be identified due to the low resolution of the footage and the fact that their helmet numbers were not visible.
Ocakcıoğlu stated that the police had beaten him with a baton and subjected him to pepper spray at eye level, and submitted the assault report and video recordings to the file. However, Istanbul Governor Davut Gül suspended the case against the police officers on disciplinary grounds.
The lawyers appealed to the Istanbul Regional Administrative Court, arguing that this decision was unlawful. The application emphasized that the identities of the police officers on duty could be identified through radio and HTS records, that the obligation of effective investigation was not fulfilled and that the ECHR prohibition on ill-treatment was violated.
