The Istanbul Anatolia Chief Public Prosecutor’s Office’s decision not to prosecute threats and insults directed at Eren Keskin, Co-Chair of the Human Rights Association (İHD), has been brought to the agenda of the Parliament.
The prosecutor’s office assessed the sexist, hateful, and targeted threatening messages made against Eren Keskin on social media as falling under the scope of “freedom of expression”; it also stated that it was not clear that the insulting words used were directed at a specific person and therefore “the condition of attribution was not met.”
DEM Party Spokesperson Ayşegül Doğan brought the failure to investigate these threatening and insulting posts targeting Keskin to the Turkish Grand National Assembly. Doğan submitted a written question to the Assembly, requesting a response from Justice Minister Yılmaz Tunç.
In her written question, Doğan recalled that case law defines the “condition of attribution” as “statements directed at a specific person to an extent that leaves no doubt,” emphasizing that the prosecutor’s decision reflects an approach that effectively leaves attacks against women, human rights defenders, and political identities unpunished.
Stating that such decisions reinforce negative perceptions about judicial independence, Doğan said that leaving hate speech and sexist attacks against women and rights defenders unpunished increases such threats and that fundamental legal principles must be applied.
