Ankara 14th Administrative Court issued a stay of execution in the verdict of “suspension for one semester” issued against Ankara University Faculty of Law senior student F.A.K. following the disciplinary investigation started after the rectorate order due to the incidents at Ankara University Cebeci Campus. The court indicated that the university rector does not have the authority to open an investigation on mass student demonstrations in common areas and locations in the campus. The penalty was reversed by the Council of State’s Administrative Case Chambers Council in accordance with Article 12 of the Disciplinary Regulation on Institutions of Higher Education, indicating that the Rectorate has used an “irregular use of authority.”
