The Constitutional Court (AYM) denied another application on unsolved murders in 1990 due to “time limitation.” The AYM indicated that no application was made within the first six months after the date the high court started accepting individual applications on September 23, 2012 on the murder of lawyer Kazım Ekinci, who was killed in Viranşehir district of Şanlıurfa in 1994. The court further asserted on the decree of time limitation that “the monitoring of a criminal decree can only be demanded by the person receiving the conviction; individuals like victims or participants who don’t have criminal liabilities have no right to demand monitoring of a decree.”
