The Justice Ministry, in its response to allegations of torture and ill-treatment against three prisoners at Kırıkkale F-Type Prison, argued that the violence used against İhsan Oral took place on the instructions of prison supervisors and within the authority to use force. DEM Party Şırnak MP Newroz Uysal Aslan applied to Parliament’s Human Rights Inquiry Committee on 5 January over allegations that İhsan Oral, Ahmet Herdem and Hayrullah Turan had been beaten, choked and subjected to violence in padded cells. The committee’s response dated 10 September reached Aslan on 26 October. The ministry said Oral was taken to hospital on 31 December 2025 and that a medical report dated 5 January assessed his injuries as treatable with simple medical intervention. It said an investigation opened following the complaint ended on 6 April with a decision not to prosecute and that an appeal was rejected. The committee provided no information on whether an independent inquiry into the allegations had been conducted. The ministry also based the two-month withholding of parcels sent to prisoners on a 2022 decision of the Administration and Observation Board. It provided no document showing whether prisoners had been informed of the decision.
