Council of Europe Human Rights Commissioner Dunja Mijatovic made a written evaluation under the title, “Independence of Judges and the Judiciary Under Threat,” stating that judicial independence in Turkey has significantly eroded. Mijatovic included Turkey among member countries, where judicial independence is under threat, together with Hungary, Poland and Romania. Mijatovic further pointed out that Constitutional amendments on the Council of Judges and Prosecutors are “openly against” the standards of the Council of Europe. “Instead of protecting and strengthening judicial independence, objectivity and effectivity, governments and politicians intervene the judiciary and even consult to threats against judges,” Mijatovic stated.
