The Constitutional Court (AYM) revoked the verdict of non-prosecution for 37 soldiers, deemed responsible of the killing of seven civilians in 1991 in Kulp district of Diyarbakır, due to “deficiencies in investigation,” ordering a new investigation to be opened. As three corpses, having lost their lives in the rural area of Solhan district of Bingöl in December 1991 and were allegedly terrorist organisation members, were being taken to Kulp district of Diyarbakır, soldiers at Kulp Unit Command had opened fire against the group. AYM criticised that the investigation wasn’t conducted in reasonable pace and care; deciding that the the right to life, protected by Article 17 of the Turkish Constitution, was violated.
