Prison Administration and Observation Boards have delayed the release of thousands of prisoners since 2021 on the grounds of “lack of good behavior.” The latest example is Emin Güler, a prisoner with a 94 percent disability held at Elazığ R Type Prison.
Güler’s release was postponed for three months on the grounds that he had “not shown remorse.” However, the Elazığ Enforcement Court accepted the appeal, stating that the board did not have the authority to make such a decision. The High Criminal Court also upheld the decision. Despite this, Güler was not released for 19 days, in defiance of the court ruling.
According to IHD data, since 2021, the release of at least 8,500 prisoners has been postponed on the grounds of “bad behavior”; hundreds of them are sick or severely disabled prisoners.
