The Constitutional Court (AYM) issued 20 thousand TL moral compensation to be paid to Mehmet Uçar, who was exposed to violence of civil police officers checking for IDs. Mehmet Uçar had asked to see the police licenses of civil police officers, who wanted to see Uçar’s ID in Konya in 2014, and was reverse handcuffed. Visuals of police officers using violence on Uçar with insults were recorded with a phone camera by Uçar’s spouse. However, the Prosecutor’s Office issued a verdict of non-prosecution for the police officers. Deciding that the investigation was not conducted effectively, the Constitutional Court stated, “violation of torture and mistreatment ban must be re-evaluated within the investigation.”
