Istanbul 45th Civil Court of First Instance canceled the CHP Istanbul Provincial Congress held on October 8, 2023. The court dismissed Provincial Chairman Özgür Çelik and his administration and suspended 196 delegates.
Following the decision, Gürsel Tekin was appointed as trustee to the Istanbul Provincial Presidency. Zeki Şen, Hasan Babacan, Müjdat Gürbüz and Erkan Narsap were appointed as administrators. CHP convened an extraordinary meeting at 17.00.
Özgür Çelik, who was dismissed, announced that they were following the process. CHP Chairman Özgür Özel stated that they will take legal action against the decision and announced that they expelled Tekin from the party. “A trustee cannot be appointed to the CHP, Özgür Çelik is the Istanbul Provincial Chairman,” Özel said.
The Istanbul Bar Association described the court’s decision as a “usurpation of power” and stated that the appointment of trustees to party congresses is a heavy blow targeting democracy.
After the decision, the BIST 100 index fell more than 4 percent in Borsa Istanbul, and the “up-step rule” was applied in short sales.
