The Ankara Chief Public Prosecutor’s Office referred 30 people, including Çankaya Mayor Hüseyin Can Güner, to a criminal judgeship of peace with requests for their arrest in an investigation into “a criminal organization,” “bribery” and “rigging a tender” at Çankaya Municipality. Güner argued that the tender processes were not under his responsibility, that the municipality suffered no loss and that the transactions served the public interest. His lawyers said the investigation was based on secret-witness statements and that exculpatory evidence was not collected.
