No progress was made in the investigation on the murder of Tahir Elçi, four years after his death. In the four-year investigation, the evidence were not collected in due process. Four Chief Prosecutors and five Prosecutors in charge of the file were replaced; with no one testifying within the file – neither a perpetrator, nor a suspect. Three security officers, who are clearly seen to be shooting in the direction of Elçi in camera recordings, took place in the file only as “witnesses.” No criminal examination was conducted on the guns of more than 30 police officers present at the crime scene; the gun shooting Elçi could therefore not be identified. Despite all calls and public pressure for the illumination of the murder, the investigtion was not conducted effectively.
