Human Rights Coordinator Rostem Siyahtaş announced in his report on prisons that serious and chronic rights violations, particularly regarding the right to health, continue. The report included allegations that hospital transfers were delayed or not carried out, medications were delivered late, and some prisoners were held in handcuffs. Siyahtaş said that sewage water had been flowing openly for years in the area where approximately 5,000 prisoners are held at the Beşiri Prison Complex, that the smell became unbearable in the summer months, and that prisoners were forced to cover their windows with plastic bags. Ahmet Şiray, co-chair of the Batman branch of the Human Rights Association (İHD), said that the complaints they had received were of a serious nature and announced that all complaints would be followed up.
