Nimet Çaçan, who has been in prison since 1992, had his execution postponed for the third time by the execution committee on the grounds that he had not fulfilled the requirement to express remorse. His family and human rights defenders argued that his release was arbitrarily blocked despite him having fulfilled the legal requirements.
