The protest ban implemented in Van since 2016 is maintained by the Governorate. Van Governorate declared another decree on the pretext of “providing national security”. Demonstrations and open-air gatherings were prohibited for 15 days starting on February 28; and all kinds of protests and activities such as press releases and distribution of leaflets were also subject to permission by the civil administration.
