Nine people were arrested in an investigation conducted by the Istanbul Chief Public Prosecutor’s Office into allegations of bid rigging and bribes taken from contractors at Esenyurt Municipality, which was under trustee administration. Police detained 19 people in an operation on 7 October, including Deputy Mayor Yusuf Ulutaş. A judgeship ordered the arrest of Yusuf Ulutaş; Doğan Can Göksel; Cemalettin Çağlayan and Harun Berber, employees of Namık Çebi İnşaat; İbrahim Doğancıoğlu, an employee of the municipality’s Parks and Gardens Directorate; Ziya Köklü, a partner in Ekim Peyzaj; Salih Yılmaz, owner of ASM, and employee Emrah Koşunalp; and Erhan Toprak, owner of Topraköz. Esenyurt Municipality had been placed under trustee administration after elected Mayor Ahmet Özer was arrested on 30 October 2024 as part of the urban consensus investigation. Özer was later also arrested on a bid-rigging charge and received prison sentences in the cases in which he was tried.
