The Justice Ministry’s General Directorate of Criminal Affairs sent a circular to chief public prosecutor’s offices in all 81 provinces aimed at protecting children and young people from content deemed “contrary to public morality” and obscene. The circular called for reports and complaints in this area to be assessed without delay, digital evidence to be preserved, and content-removal and access-block procedures to be applied where necessary. The ministry also asked that the aims and methods of “activities encouraging children and young people to become genderless” be investigated and that investigations be launched where suspicion of a crime was identified. It instructed that organized-crime and financial-investigation provisions be applied where activities were carried out in an organized manner or there was evidence that income had been generated from crime.
