The Istanbul Chief Public Prosecutor’s Office issued detention orders for 19 people over allegations of irregularities in tenders at Esenyurt Municipality and bribes taken from contractors. The Istanbul Police Department Financial Crimes Branch detained 17 people in an operation on 7 October, including Deputy Mayor Yusuf Ulutaş. Efforts were launched to apprehend Namık Çebi, owner of Çebi İnşaat, and Fikret Güneş, who were said to be abroad. Esenyurt Municipality had been placed under trustee administration after Mayor Ahmet Özer was detained on 30 October 2024, and Istanbul Deputy Governor Can Aksoy was appointed trustee.
