In the defense statement sent to the Constitutional Court regarding 4 villagers who were detained and tortured in Gevaş district of Van in 2017, the Van Governorate said that “it is not torture if it happened once”. Defending the torture as “simple injury that can be cured with a simple treatment for one time”, the Governorate claimed that what happened was not of the nature to be considered as torture and ill-treatment.
