The MLSA Legal Unit assessed the impact of the 11th Judicial Package on freedom of expression, personal rights, criminal justice, the enforcement regime, and access to justice. The assessment examined internet access restrictions, the advance payment system for defamation offenses, enforcement regulations, the use of children in organized crime, and changes to the attorney disciplinary regime. MLSA stated that the regulations represent progress in some areas but contain significant uncertainties and structural problems, particularly with regard to freedom of expression and the risk of arbitrariness.
