Parliament’s Planning and Budget Committee approved Articles 19, 24 and 25 of a bill that transferred some of the Information and Communication Technologies Authority’s powers over the internet to the Cybersecurity Presidency. The amendment gave the presidency intervention and precautionary powers whose limits were not clearly defined and required decisions to be implemented within two hours at the latest. The Freedom of Expression Association said the bill created broad and unchecked powers in the areas of access blocking, bandwidth throttling, traffic-data monitoring and oversight of digital platforms.
