The Constitutional Court (AYM) described the intervention against the demonstration in Ankara organized for Metin Lokumcu, who died during a police intervention against a protest demonstration organized in Artvin as Erdoğan (who was Prime Minister at the time) was visiting the province in 2011, a “treatment against human dignity.”
Intervening the demonstration, the police had detained 54 people, including lawyer Bülent Teoman Özkan. The protesters were beaten and harassed inside the police vehicle. In the criminal complaint made against the incident, the Ankara Chief Public Prosecutor’s Office had issued a decree of non-prosecution for the police officers. The Constitutional Court (AYM) issued 6000 TL compensation each to be paid to seven defendants, 9000 TL compensation each to be paid to three applicants and 15,000 TL compensation each to be paid to four people, including attorney Özkan. Furthermore, the decree was sent to Ankara Chief Public Prosecutor’s Office in order to open an investigation against the police officers, to eliminate the violation of the mistreatment ban.
