Debates continue on the amendment that was hastily proposed at the Parliament for State of Emergency applications to be made continuous after the end of the two-year emergency period. The 25-article draft law predicts some applications that were unique to the State of Emergency to remain enacted for at least three more years. The first section of the draft, with amendments on 13 articles, passed the Parliament.
With the section of the draft that passed the Parliament, governors were allowed the authority to ban entrances and exits to provinces, be able to bring individual restrictions and decide when, where and how people can wander around the province. Governors have occasionally used their authority to issue curfews after the enactment of the ‘Internal Security Bill’ as well as their authority to ban protests and demonstrations during the State of Emergency. In case the draft is enacted as law, Turkey will continue to be governed with State of Emergency law without needing a declaration of an official State of Emergency with regulations that are conflicting many provisions related to ‘freedom of accommodation and mobility’, ‘right to meeting and demonstration’ and ‘personal criminal liability’ that are protected by the Constitution.
