3rd Administrative Chamber of the Ankara Regional Administrative Court annulled the Ankara Governorate decree, which did not allow an investigation into the shooting and killing of 21-year-old Muhammed Alican Razı on the grounds that he did not comply with the “stop” warning last year. As a result of the autopsy, a bullet core was found in Razı’s skull in the incident, which the Governorate announced as an accident in its first statement, and an investigation was launched upon it. However, the Governorate did not give permission for an investigation. Allowing an investigation against the suspects, the Appeal Court emphasized that the action was “of the quality and sufficient to warrant an investigation”.
